The stat ranges are determined by the item's level. However every item will contain at least one stat in the range, unless they are a unique item or an item that has a God Roll from a raid boss.
This is another thing that could be changed by adding the option to upgrade the equipment without rolling the affixes, or selecting which stats to boost. Like base equipment, it will have to be done per item, and the item comparison interface would not display all the possible stats at once.
Item Luck
The Luck stat of a player stacks up to increase the likelihood of finding items, the properties spawned on loot drops and the strength of those properties. It does not, however directly impact damage or the ability to upgrade items. It gives the player the chance to upgrade gear earlier in the game. This is more useful for early game runs, because players tend to put weapon scaling and defenses above raw damage gains.
In addition to influencing item discovery, Luck also increases the chance of being successful when upgrading items using the Blacksmith. This is not to confuse with the Blacksmith's overall chances of upgrading that increase with each item level. These can also be increased by using anti-materials, such as the Scroll of Strength and a Jewel of Blessing.
Weapons, armor, and shields can be created or spawned with the Luck property, with the default value of 40. These items can then be upgraded with golden ingots, spined leather, or oak boards (depending on the type of material used) to grant a further +40 Luck, or to increase the existing Luck of an item up to 140.
Furthermore, certain items, like the Hollow weapon that is infused with hollow, can be equipped to boost the damage of any damage-dealing skill by 5percent. These items can be found in the shop or crafted with the right ingredients.

Item upgrades are a costly process and not all upgrades will be successful. Cash shop items can be used to increase the chances of success for an upgrade, or to protect players from losing their item in the event that it fails.
The success rate of an upgrade is shown in the Honing UI. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
